Default SE Asia FTA

I seem to recall some years ago, that a SE Asia FTA would eliminate import taxes on cars. When is that due to be implemented? Is there a web link?

I have not seen anything recently on that. I think Malaysia was stalling things as their local market is heavily subsidised.
