Yup, I'm constantly having that issue. Unless specified in your PO or contract, carriers are given a large leeway as to when they can deliver it. I have argued until I was "blue in the face" but have gotten nowhere. Then I started to specify on my PO's to call for appointment. If they show up without an appointment, I'm well within my means to turn them away. That's sent the message to the carriers...in my case that is.
